Upgrading Perimeter?

A Civil Engineering student and his professor wrote a paper called, Environmental Policy That Creates A Freeway of Benefits for Manitobans. They claim that by replacing the intersections with traffic lights with overpasses they would be able to reduce the amount of greenhouse gases as well as save many commuters a nice penny on gas.
Well, I used to drive some 30 minutes each day around said perimeter to get to work and I must say…IT SUCKED! Stopping constantly where you should be able to go around at 110km per hour…that’s right…110!
Let’s hope whomever gets majority rule (heck even minority) will get this idea rolling. A freeway is pointless if you’re stopped everywhere.

Some cities have better systems that run through their cities, never mind just their perimeters!!
